Hinga assured youths that the programme would soon resume pending the ongoing review of the supplementary budget tabled by the treasury in Parliament.

“The supplementary budget was tabled in parliament last week. There are a few procedural issues to deal with but there is now light at the end of the tunnel.

“I cannot tell exactly how long it will take but give it two weeks. So realistically, let us aim for March 1,” the PS stated.

In November 2021, the Ministry called upon youths to enroll for Kazi Mtaani under the National Hygiene Programme. Consequently, over 181,000 youth signed up for the same.

The programme includes construction works using Appropriate Building Materials and Technologies (ABMT), construction of hostels in selected TVETs, construction works to complete previously stalled economic stimulus program market, construction works to remove asbestos roofing in government estates.

Kazi Mtaani would take youths in two cohorts and selecting men and women in equal ratio to ensure gender balance.

“The selection committee will include parties such as NGAO, Nyumba Kumi and technical officers from various agencies,” Hinga stated.

Applicants were shortlisted based on experience, requirements of projects, availability of projects within an area, vulnerability of applicants among others.

Successful candidates will also receive extensive training on life experiences such as setting up businesses, HIV/AIDs prevention, mental health and counselling, and basic experiences in masonry and carpentry.
